I've just tested 3.22-2: I have a qwertz keyboard and a german
keyboard layout, and pasting non-ascii chars works flawlessly for me.

Before we close this bug I'd appreciate it if you and/or the original
submitter could check with 3.22-2 (which is both in testing and
unstable) because I might miss something.
