Karsten Hilbert recently pointed out that pg_upgradecluster always
preserves the original encoding/locale, and does not offer any option
to change it during upgrade. This makes migrating legacy ISO-encoded
clusters to UTF-8 unnecessarily hard.

A reasonably convenient and safe solution is to provide
--locale/--lc-ctype/--lc-* options to pg_upgradecluster, just like
pg_createcluster has.
