I see the 'waiting for headers' message in a lenny installation which i did today. The version is 1.9.36.3+nmul.
I can't give all the nifty system info because i'm not sending this message from the box on which apt-proxy is installed. I'll be happy to do further testing and send results, provided you give instructions as to what tests to do. The box has both etch and lenny installed. It is currently running etch. The box is my proxy box. Adzapper is also not working. That my be a configuration misuncerstanding, but I ran out of time and had to reboot back into etch.
