Attempting to create a new database (named "test") in pgAccess results in
an error box saying:

  Tcl error executing
  pg_exec create
  database test

  is not a valid
  postgresql connection


I am able to open existing databases in the same session without problems.
The user has database creation privileges and can create a database in psql.
