Actually, the only remaining problem is what is mentioned by Charles Plessy in the bug. LC_ALL=fr_FR.UTF-8 man sources.list | less where "LA SP<C3>ÉCIFICATION DES URI" appears. I see nothing wrong in the original XML file so I guess that the problem lies in the XML->MAN conversion process. The bug should be retitled to something like "Minor encoding problem in French translation of sources.list(5)" and untagged l10n. Indeed, anyway, all that l10n framework for APT manpages should be PO4a'ed.
