IMHO, the wisest thing would be to use some default like "root" for root's password when configuring at "critical" level and ask twice at lower levels. So that _password entered_ will always be confirmed and at critical level only the "Questions that you really, really need to see" will be asked. I don't really see a need for having the ability to be prompted for root's passwd once vs. twice, contrary to ability to not be prompted at all vs. be prompted twice.
