recommends is too strong in this case, gnunet-server should really not
be pulled in /by default/ when installing one of the client package.
after all, it is a network software, and network services shall only be
installed /on purpose/ by the user, and not creep in through recommends.

also, all gnunet client packages (gnunet-client, gnunet-gtk, gnunet-qt
etc.) have a note now in the package description about requiring
gnunet-server on a server or the local machine.
