Package: postgresql-dev

Hello,

when I try to upgrade postgresql-dev to the last unstable version it
failed:
# apt-get install postgresql-dev
The following packages have unmet dependencies:
  postgresql-dev: Depends: libpq-dev but it is not going to be installed
E: Broken packages

The problem seem that postgresql-dev depend on libpq-dev, and
libpq-dev conflict with postgresql-dev making postgresql-dev
uninstallable. I know that postgresql-dev is a transition package, but
the upgrade should still work.
