The footprint in Debian 2.1 wasn't as tight as in Debian 2.2 (some inetd services were enabled by default) and in Debian 2.2 the rpc portmapper is enabled upon installation. I think the complete manual should not refer to Debian versions below 3.0 because we do not even support these. There might be more examples to outdated versions in the whole text. Moreover I'm not convinced whether it is reasonable to mention rescue floppy discs containing 2.2 kernels (when discussing the filesystem to use), but this is no bug - I just wanted to mention this for further discussion if somebody touches this page.
