Stuff like that doesn't belong into HAL, but into the desktop session. gnome(-mount) already shows as notification when you unmount a removable device, telling to wait until the unmount was successul and a final notification when it is safe to unplug the device (i.e. when the unmount call has completed). So I'm reassigning this bug to KDE, where a similar solution should be implemented.
