Lars and Masanori, I went back to kernel-nfs daemon and was happy to find that my problem is no longer present in the most recent version of nfs-kernel-server. Locales have also been successfully generated now and I close the bug. Thank you very much for your support where as it turned out this was not even an issue in locales.
