Move conf.avail/README to conf.d/README (bug 13392)
Probably because it was conffile, upgrade leaves it as is. It is best
to add postinst script tconf.avail/READMEo check md5sum of
conf.avail/README and, if it matches that of previous versions, we
should remove it in postinst.
Since this package uses ucf, there may be smarter way to do what I
described in the above.
