Why are you calling db_stop at all? The description of db_stop is:
STOP This command tells debconf that you’re done talking to it.
Often debconf can detect termination of your program and
this command is not necessary.

debconf is the standard interface for communicating with users during
package configuration, and update-inetd is using it correctly. I don't know
what you mean with your example of ucf, but ucf does *not* re-start debconf
if the caller has killed it with db_stop - ucf is screwed just like any
other debconf-using program in that case.
Looking at the solid-pop3d postinst, there's nothing here that should cause
debconf to be left connected past the end of the script; solid-pop3d should
be fixed to not call db_stop.
