During Debconf-configuration the packages are not yet installed. Because of this it is not possible to use Suggests. Infact the source package of console-setup includes the Terminus font in order to make the package installable on non-Debian systems. For the binary Debian package I decided to exclude the Terminus font only because I am maintainer of console-terminus too so it was easy to keep both packages in sync.
