The Customised layouts section of README.Debian is incomplete. To add a
layout, some files in rules also need to be modified (apparently base.lst,
maybe base too). This is the binary equivalent to the "extending $inetkbds
list in rules/base.lists.part". Otherwise, the layout will not be offered by
kcontrol.
