Hi,
now that dch has --changelog option would it make sense to create a new one if
the specified file doesn't exists?
I would drop the user in a template without doing many silly guesses (like
package name and version but using LOGNAME as DEBFULLNAME and [EMAIL PROTECTED]
as DEBEMAIL if they are not available) and honouring --newversion, something
like:

untitled (VERSION) UNRELEASED; urgency=low

  * 

-- FULLNAME <EMAIL>  Thu, 24 Mar 2005 14:33:05 +0000

with VERSION being --newversion if specified, 0.0 otherwise, FULLNAME being
LOGNAME or DEBFULLNAME and EMAIL being [EMAIL PROTECTED] or DEBEMAIL (same logic
as dch -v/-i) and delete if not modified
