It is nothing to do with what you have installed. This is a global cache
for your network. It removes .debs that have been replaced in the
upstream archive.

So libselinux1-dev_2.0.65-2_i386.deb has been replaced by
libselinux1-dev_2.0.65-3_i386.deb. libselinux1-dev_2.0.65-2_i386.deb is
no longer in the distro, so it is removed from the cache.
