Hmmm sorry... I didn't know enough about locale system. But now I understood it's needed to read locale definition for support posix locale properly. Actually current ruby-gettext can't read that database (/usr/lib/locale/locale-archive or /usr/share/i18n/locales/*). I'll discuss with upstream, however it may need some time.
