unicode is a native Debian package which means that Debian is the
upstream and uploads to Debian archive can be considered as releases.
The relevant section in the policy manual:
12.5 Copyright information
[...]
In addition, the copyright file must say where the upstream sources
(if any) were obtained. It should name the original authors of the
package and the Debian maintainer(s) who were involved with its
creation.
I think this belongs to the category "if any". Anyway, README.Debian
file tells that the package is native; maybe clarifying it in the
copyright file too wouldn't hurt.
