By reading the GNOME Bugzilla bug my impression is that your (hamster) upstream just chose a more suitable API -- being a GNOME applet, portability within environments doesn't matter much. There seems to be another bug to make hamster-applet Python-only (I just saw the title; don't know details/rationale), so upstream's decision might be based on the overall evaluation of the reported bugs and/or some unwritten (or "unspoken", as they say) design goals.
