This is ridiculous. If the buildds do "debian/rules binary" they
should first install both build-depends and build-depend-indep. As
your own arguments show, this would cost very little since few
packages actually have build-depend-indep. But those that do, in
anticipation of a world in which build-arch and build-indep are used
by the buildds, will then not suffer.
I see no downside to this. Do you?
