As we now have a separate libcgi-pm-perl package with CGI.pm 3.38, I don't
plan to fix the version inside perl-modules for lenny. The fix should
be in Perl 5.10.1 when it's released, and it will enter Debian after that.

To get this working, just install libcgi-pm-perl and it will override
the older CGI.pm in perl-modules.
