The dispatcher scripts do not help in my case. I need to "ifconfig
up" the interface before the wireless parameters can be applied. If
I write such an pre-up script, it shows not effect because
network-manager takes the interface down and then again up AFTER
executing this script.

The ifup script does not take the interface down between runngin the
pre-up script and apllying the wireless parameters.

So maybe you can change this behaviour to be more compatible to
ifup/ifdown.

Anyway: It's clear that I have device specific a hardware or driver
problem. Other with the same notebook but different Linux
distribution encuntered the same. I can live with my workaround
(using ifup instead of network-manager).
