Even with server-raise-frame set to t, the Emacs window only gets focus
if it is on the same workspace as the terminal from which emacsclient
started. At least that is my experience.

Yes, that would be best and give you the most fame. The Emacs 22 branch
only gets bugfixes, and a 22.3 release seems quite unlikely.
