For the rationale of this, see [1] and [2].

However, when I still have a connection (just connect to the server
with psql), the init script does not terminate, but hangs eternally.
How did you test it to make it terminate silently? (That's the actual
bug here IMHO).

I see the conflicting interests here between not forcing
'fast'/'immediate' upon admins in some cases, but doing so in others.
Looks like a "damned if you do, damned if you don't" situation...

No, Etch uses fast/immediate by default on restart.
