Subject says it all. libadns1's recommendation of libadns1-bin is outdated since
1.4-1 when it was renamed to adns-tools. This causes the old libadns1-bin to be
kept and the new adns-tools to not be installed automatically on upgrade.
Note that this is different than #435593, which is instead about downgrading the
recommendation to a suggests.
