To answer your question, you can try to install and set the japanese locale explicitly, but I don't think that it has something to do with that. Maybe your mailserver causes all the troubles. Which one are you using? If you don't have physical access to your smtp box, can you please try to record the smtp traffic with ethereal to see if the problem is actually due to some error delivering the message to the smtp server? If you have access to the smtp box or know an admin, maybe you can first try to gather some useful errors from the server logs?
