Sure, they are separate packages without any connection despite enigmail-locale-de depending on mozilla-locale-de-at to be installed. But this dependency doesn't change anything here. What I meant with "not /completely/ different" was that an enigmail-enhanced mozilla needs both packages to be localized and therefore these packages are somewhat connected to each other.
