When assigning CPUs to research, singularity assigns all CPUs to the
chosen research, even if not needed.  For example, with 400+ CPUs, I
chose to research "Intrusion", which required 15 CPUs.  Singularity
assigned all 400+ CPUs to the research, rather than just enough to
complete the research.
