I ran across this bug as well. The reason is that the refpolicy is built without MLS support which means that the last part (":s0") that run_init tries to set the exec context to is not a valid context.
The solution is to reenable MLS in the refpolicy build (Russell Coker has posted some patches to bug reports against selinux-policy-refpolicy-targeted).
