Package: xmltex Version: 1.9-9 Followup-For: Bug #311405 I ran into the same errors -- it seems that a previous version had installed an /etc/texmf/fmt.d/40xmltex.cnf that specified running regular (non-e) tex, and the new version left it alone even though I hadn't changed it.
