Justification: renders package unusable

Hello,

the version of the locale package has to match the version of the Mozilla
package.  The latest version of Mozilla is 1.7.8 and thus the 
mozilla-locale-de-at
package is just deinstalled once you install Mozilla.  The prefered solution
would be an updated mozilla-locale-de-at 1.7.8 package - if not the package
can just be removed because it is not installable.

Remark: A quick view onto the version numbers of other mozilla language packs
        shows that also these have different version numbers.  This means either
        that they are also useless or that there is a chance to have a 
difference
        in the minor version number and the dependencies have just to be 
adjusted.
