If the low priority question has never been seen (what is your debconf
priority set to?) then postconf creates the default based on whether or
not ipv6 and/or ipv4 are present.

In the case where you have told debconf to not ask you low priority
questions, I suppose it's possible that postfix is deciding that you
agreed with it by not opting to see the question...  Dunno.
