I can confirm that this actually works.  Thanks for the hint.
I would regard this bug as fixed bei either:

  1. Putting this into the config file
  2. Adding the clue to README.Debian and I would even prefer to
     add it to NEWS.Debian as well.

I don't think this has anything to do with acpi-support. We only do keyboard translations and suspend, and pretty much nothing with batteries. If anything, this is due to kernel ACPI battery support.
