Hardly amazing. Consider the impact on Debian users, who are used to the current semantics, if those were to change incompatibly after an upgrade. In addition to the inconvenience of command line usage breaking, this has the potential to break local administrator scripts, possibly silently. That being said, Policy does provide ways around such conflicts, the most appropriate in this case being alternatives.
