Echoing and expanding on this, I do like the ISO date format better.
However, this change shouldn't cause all kinds of "bogus" diffs to
show up in "cvs diff"; i.e. things like:

diff -u -b -B -r1.9 param.h

Instead, this non-change should simply be suppressed.  Clearly
CVS is parsing the date in order to change the format.  I'd
suggest that these dates be simply compared as *dates* not
strings.

(In the meanwhile, I'll use the magic configuration.)
