This seems like a bad idea to me, though there might be some weird reason that I just can't imagine. You could argue that dhcp3-client should provide dhcp-client, which would probably make a conflict. But the dhcp3-client maintainers do not want to do that -- bugs to that effect have been marked wontfix years ago. So I suggest to fix it with "conflicts dhcp3-client" in dhcpcd.
