http://www.debian.org/devel/tech-ctte just says "reassign the bug report to the pseudo-package tech-ctte". I'd say that whether reassigning the bug itself or a clone is currently at the maintainer's discretion, and I think that reassigning the bug away from the package itself makes it invisible on the package's bug summary which is a decidedly bad idea IMO.
