But as far as I understand, F variant users can't use F variant during install. So I can say is that still there are users of F variant, Q and F are quite different variants and we can't force F users to use Q keymap during install. PS: I will be offline for a week, and I think there is no one on -l10n-turkish, so I'm forwarding your bug report to -users-turkish.
