I ran into that same bug this evening and was about to report it, when I saw that had already been done. I did not try to rebuild the package locally, and this bug is no really big deal as there is good html documentation. But here is what I guess might have happened: As part of the package build, files gnuplot.info.gz, gnuplot.info-1.gz and gnuplot.info-2.gz have been generated (by makeinfo from the source gnuplot.texi). Of these, only gnuplot.info.gz made it into the .deb, the other two are missing. As gnuplot.info.gz contains only references, the meat of the documentation is missing indeed, as far as info is concerned.
