That could very well be. Are you sure LDAP is configured correctly?
Perhaps, if you haven't done so already, you should install the
"libpam-ldap" package and follow in
/usr/share/doc/libpam-ldap/README.Debian. I have no experience with
using LDAP to manage accounts, so other than this I don't think I can
help you out.
