That's just a logical consequence of the effect that a serious bug (any RC bug) has: It might cause the package to be excluded from the next stable release. And that doesn't make sense if it "just" doesn't work together with some package which may not even follow the current Debian Policy, and cannot be forced to do so by filing a RC bug on it...
