It does not seem to be documented but reportbug reads the output of the
package bug scripts as utf-8.
The aptitude script runs "aptitude --version" in the current locale,
which may use a different encoding (and additionally may be quite
unreadable to the maintainer, though for this particular message it is
probably not even a minor issue).
