Bug#482944: check_radius requires -F, but doesn't have to

Hi,

check_radius requires the -F option, the code says:

        if (config_file == NULL)
                usage4 (_("Configuration file not specified"));

However, this package depends on the radiusclient library which provides
the /etc/radiusclient/radiusclient.conf conffile, so we could easily make
check_radius default on that if -F isn't specified.

Please fix this. TIA.
