This sort of special casing doesn't really belong in the BTS; what probably is the right way is to include the tags that are set for a bug in a header of messages sent out about that bug, and then subscribe to bugs-dist (or bugs-rc) and procmail out the tags that you're interested in, bouncing them to the testing-security team. An alternative is to create a list for the tags and send all bugs containing those tags to it, but I'm not convinced that that scales particularly well... however, generalizing the multi-bug mailing list distribution method (closed, rc, dist, etc.) to allow discriminating on any bug selection method is possibly the best way to do that.
