When installing normal kernel packages, various options in
/etc/kernel-img.conf allow control over how the image is installed,
including update of the boot manager.

memtest86+ on the other hand seems to ignore those settings, and always
run update-grub, even if I never use update-grub otherwise, and have
disabled the automatic invocation in /etc/kernel-img.conf ...
