The auto-built package still depends on libnautilus-extension1 (>= 2.17.90), hence wasn't built against libnautilus-extension-dev >= 2.22. You should specify a superior versioned build-dep to force the correct build as long as nautilus 2.22 is not uploaded to unstable.
