Hello The important fields are: horde2/dbadmpass and horde2/dbpgadmin or horde2/dbmyadmin
As you have problem with postgres I can not really help you because I do not know postgres very well. You have to configure postgres to allow horde2/dbpgadmin (postgres) user to be able to manage the database.
