gpg is not available during early boot if /usr is on a separate
partition. This affects e.g. cryptsetup, where crypto disks could not be
set up with gpg decryption, as /usr is not mounted in this case.

Solution would be to move /usr/bin/gpg to /bin/gpg (along with libz,
which is the only library from /usr/lib that gpg links to).
