I'm sorry that you're stumped, but the topmost section
of /usr/share/doc/phpbb3/README.Debian tells you which steps to take to
login.
I suggest adding a pointer to that file during the installation, just as
there is a reminder to manually restart apache.
I'm downgrading this to a wishlist to maybe ask the person installing the
board for admin credentials during installation.
